As I read the text and witnessed Caesar rely on his expert ability to exert power, it became quite clear that this really is the essence of all powerplays. His outstanding manipulation of situations in order to augment his own individual power is witnessed when he refuses to comment when asked for his opinion on the marriage of his sister, to avoid any negative ramifications it may provoke on the powerplay.
