The Crime
Anil had been sent by the UN to help the Sri Lankan government identify and ensure about bodies of victims from the courtly war. The victims are all those who have been killed during the civil war in Sri Lanka by the terrorist and by the government as extrajudicial executions. Sailor is an anonymous victim that is iconic of all those murdered in the genocide during the civil war and as Anil puts it to name him would name the rest.
